Synopsis: Jackie Chan plays a country boy who has just arrived in a big city in the 1930s. Everything starts to change after he buys flowers from Lady Rose (Gua Ah Lei). With his superb fighting skills, he becomes a triad leader in a miraculously short period. He then opens a nightclub and grooms a talented girl (Anita Mui) into a superstar. The two fall in love with each other and help Lady Rose with her daughter (Gloria Yip) to marry a millionaire. Everything just happens like a miracle! 

郭振華(成龍飾)孑身到香港找工作，卻被董大千(董驃飾)騙去所有物。後來郭於街上遇到好心的賣花婦玫瑰夫人(歸亞蕾飾)，並向她買了一枝幸運玫瑰。不久，郭即誤打誤撞成為了黑幫老大，並認識了歌女楊露明(梅艷芳飾)，與她墮入愛河。因此，郭堅信是夫人的玫瑰為他帶來好運。

後來露明得悉夫人女兒(葉蘊儀飾)與有錢未婚夫及其父來港洽談婚事，決定和郭合力助夫人隱瞞窮困身份，並召集各路黑幫頭子假冒官紳，籌備一場盛大的訂婚宴，奈何遭何探長(吳耀漢飾)誤以為黑幫集會，予以圍剿。正當各人感到絕望之時，郭卻奇蹟地感動了城中官紳、名流出席盛宴，場面溫馨感人。
