Synopsis:

At the turn of the century, the people of China are rising against their Manchu rulers. In nearby Hong Kong law and order has broken down. Working hand in glove with the underworld is high police Chun. Chun's misdeeds get the commissoner worried. To curtail Chun, he appoints Dragon Ma (Jackie Chan) as police cheif of a part of Chun's territory. The situation is further compounded by a group of revolutionaries who happen to be a beautiful girls and the arrival of a Manchu agent whose purpose is tho kidnap the revolutionaries.
